Eduardo Marques, President, Health and Human Capital Division
A seasoned leader in both industry and Federal Government, J. Eduardo Marques has more than 20 years of experience in the areas of corporate administration, business development, and program/project management. He was a co-founder of a successful small business, A+ Government Solutions. He led the integration of A+ into a wholly owned subsidiary of Chickasaw Nation Industries (CNI). Eduardo served for five years as an IT Project Manager in the Office of the Secretary at the U.S. Department of Health and Human Services (HHS). His experience also includes consulting for American Management Systems (AMS – now CGI Federal) and leading the implementation of technology solutions for both Federal and State organizations.
Susan Carlson, MBA, PMP, Executive Vice President, Health and Human Capital Division
Susan was a key member of the A+ executive leadership team and was instrumental in the transition of A+ to a successful CNI wholly owned subsidiary. She has 25+ years of Government contracting experience gained from leading multi-disciplinary project teams that provided information technology and communications solutions for civilian and defense agencies. She developed and led innovative projects for several HHS operating divisions, including CDC, CMS, NIH, SAMHSA, and the Office of the Surgeon General. Prior to joining A+, in 2009, she served as a Sr. Vice President at Z-Tech Corporation, where Susan developed and managed the company’s Health and Technology Solutions Group; she also supported that company’s acquisition by ICF International by serving as Vice President for Health Solutions. Susan has received numerous awards and accolades from the Federal Government for her contributions to program excellence, including a US Department of Commerce Bronze Medal Award for Superior Federal Service and the US Surgeon General’s Certificate of Appreciation for contributions to the Hurricane Katrina Recovery.
Ann T. Speyer, Executive Vice President, Health and Human Capital Division
Prior to joining CNI, Ann was a key executive of A+ Government Solutions. Ann served as the Chief Information Officer and Chief Technology Officer for the Smithsonian Institution for over six years where she was responsible for the planning, consolidation, and operation of the Institution’s IT infrastructure and systems, supporting 19 museums, 9 research centers, and the National Zoo. While there, she brought WiFi to the National Mall, transformed Smithsonian outreach through the use of social media tools, and started a pan-institutional effort to digitize the 138 million items in the collections and make them available via the web. She also previously held an SES position as Director of Business Technology Optimization for the HHS Program Support Center (PSC) where she was responsible for implementing eTravel, eOPF, EHRP and UFMS. In addition to her government service, she also held several leadership positions in private industry at Gelco Information Network, PeopleSoft, Bell Atlantic Utilities System, Litton PRC, Andersen Consulting, and KPMG Peat Marwick. Ann has been recognized by InformationWeek Government in 2009 as one of the top 50 CIOs in the Federal, State, and Local governments; in 2011 was the recipient of the 12th Annual Women in Technology (WIT) Leadership Award.
Sheila Hamlin, LLC Manager
Prior to being named LLC manager, Sheila was a key member of the CNI shared services team. Sheila served as Corporate Director of Finance – Government Contracting Compliance where she provided Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS) compliance guidance. She was responsible for the DCAA incurred cost submissions for all of CNI LLCs and was the Government audit liaison for all DCAA audits. In her current role, she is responsible for the day-to-day operations for a LLC with over $30 million in annual revenue. Sheila is a proven business professional with over twenty years corporate experience in financial reporting, accounting and Government contracting.
