The Financial Analyst II leads and manages the budget execution process for a DoD client. This position takes ownership of the full budget execution process, from detailed spend plan creation to rigorous fund tracking and reporting. Ensures the effective utilization of funds, advise senior leadership on fiscal strategy, and implement process improvements to enhance the client's financial operations and transparency.

ESSENTIAL REQUIREMENTS
The ability to obtain, maintain and access classified information at the Secret level.
Demonstrated knowledge of the DoD's Planning, Programming, Budgeting, and Execution (PPBE) process, with a focus on the execution phase.
Knowledge of the FAMIS financial system.
Understanding of how government contracts are structured and funding applied.
Exceptional communication and leadership abilities, with a track record of briefing senior leadership and directing project activities
Proficiency in Microsoft Excel and PowerPoint.
KEY DUTIES AND RESPONSIBILITIES

Leads the execution of organizational budgets, ensuring alignment with approved spend plans, timelines, and deliverables.
Performs in-depth analysis of financial data, including expenditure rates and trends, forecast future budget needs, and identify potential funding shortfalls.
Prepare comprehensive financial reports and presentations for senior-level review.
Prepares and presents clear, data-driven reports and strategic recommendations to senior leadership and stakeholders.
Create and consolidate detailed spend plans, meticulously monitoring the execution against financial and program goals.
Acts as a trusted financial advisor to senior client leadership, providing regular updates on the status of funds, identifying risks, and presenting actionable insights to inform strategic decisions.
Collaborates with cross-functional teams to gather insights and integrate financial perspectives into decision-making.
Develops and implements best practices, tools, and process improvements to enhance financial execution, reporting, and transparency.
Provides mentorship and guidance to junior financial analysts, fostering professional growth and knowledge sharing.
EDUCATION AND EXPERIENCE
Bachelor's degree in finance, accounting, economics, or a related field and a minimum of four to seven (4-7) years in professional financial management experience, preferably within a DoD agency or supporting a DoD client, or equivalent combination of education/experience.

The estimated pay range for this role is $100K to $120K, with the final offer contingent on location, skillset, and experience.
