The Program Manager will oversee, manage and deliver IT projects on a large and complex data and health systems modernization initiative for our client, the Centers for Disease Control and Prevention (CDC). The successful candidate will play a significant role in providing increased real-time public health decision-making and world-class data and analytical capabilities for a strengthened and retrained public health workforce. The Program Manager will manage projects throughout the entire lifecycle, coordinating the efforts of subcontractors and internal technical teams and is responsible for successful and timely project implementation.


Essential duties and responsibilities include the following. Other duties may be assigned.

Develops, implements and executes the program management approach.

Works with stakeholders to define overall program goals and scope.

Liaises, coordinates and supervises the successful implementation of project products. 

Plans, manages and coordinates SMEs and contributions within the implementation program.

Provides direction and advice to SMEs as required.

Coordinates project teams, status reporting and stability of project work efforts.

Assembles project plans, teamwork assignments; directs and monitors work efforts.

Identifies resource needs, performs quality reviews and risk management.

Responsible for tracking key project milestones and adjusting project plans and resources as necessary.

Identifies, resolves and/or escalates roadblocks, issues and conflicts.

Manages projects according to program objectives and key performance indicators.

Performs impact analysis on project change requests and makes recommendations for optimal outcomes.

Drives and evaluates estimates by deliverables, and works with project teams to optimize program related deliverables.

Manages program schedule, critical path and related inter project dependencies.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.


Bachelor's degree required; Master’s Degree preferred and a minimum of fifteen (15) years’ relevant project or program management experience, or equivalent combination of education / experience.

Demonstrated experience supporting government agency multi-disciplinary public health engagements.


Project Management Professional (PMP) Certification required


Ability to quickly earn the trust of key internal and external stakeholders, lead and inspire teams, set project direction and approach, resolve conflict, deliver tough messages with honesty and grace, and occasionally execute with limited information and ambiguity.

Experience with technical project life cycles and project management methodologies.

Operational knowledge of federal regulations, guidelines, support technology and tools.

Operational knowledge and understanding of general business and management principles.

Ability to plan and oversee projects through the use of project management software tools and methodologies.

Solid business strategy skills with ability to assess operating practices and to recommend / initiate improvements.

Demonstrated ability to develop and apply comprehensive solutions to client requirements / issues and to work with a wide range of government departments having diverse business needs, interests, expectations and requirements.

Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, Project, etc.).

Ability to implement effectively “best-in-class” concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of project goals and objectives.

Exceptional organization skills with ability to manage effectively multiple projects and priorities.

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals.

Excellent supervisory and management skills with ability to resolve conflicts in a constructive manner.

Excellent verbal and written communications skills with ability to compose meaningful reports, present research / information with clarity, and create quality presentations.

Exceptional customer service skills with ability to assess needs, resolve problems and satisfy expectations.

Adept analytical, critical thinking and financial management skills.

Ability to schedule, plan and lead meetings.

Ability to implement a proactive approach to problem-solving.

Ability to interact professionally with team members, corporate management, and clients of all levels.

Demonstrated ability to work under pressure and to meet tight deadlines.

Demonstrated ability to effectively work both independently and in a highly collaborative, team environment.


Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.


Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.


Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
