The Document Specialist/Forms Developer performs information collection services and drafts Information Collection Request (ICR) documentation for review and approval by the National Park Service (NPS), Information Collection Clearance Officer (ICCO) or the Department of the Interior (DOI) ICCO.


Essential duties and responsibilities include the following.  Other duties may be assigned.

Information Collection Program (ICP) and Forms Management Program (FMP) Support

Tracks Information Collection (IC) requests in the NPS ICP Tracker (ICPT).

Tracks internal and public facing forms requests and developments in the NPS Forms Management Portal.

Provides quarterly review of the NPS ICP Standard Operating Procedures (SOP), reports any changes or updates as needed.

Responsible for preparing and maintaining ICR SOP for internal users, and ICR Regular Clearance Process guidebook for external applicants going through ICR process.

Responsible for drafting and maintaining Forms Management SOP.

Responsible for drafting ICR documents (Federal Register Notice (FRN), Briefing Paper, Bullet Memo and annotated Supporting Statement A (SSA)) and submitting for ICCO review.

Provides periodic status reports to the NPS ICCO documenting the status of all (current and expiring) IC and form requests and potential delays or postponements of assigned projects.

Provides responses to any IC and form development questions or request, from programs or ICCO within 3 days of receipt.

Compiles, tracks, files and appropriately archive all NPS IC working files.

Recommends updates to the standard operating procedures and guidance documents eliminate redundancies, duplication of efforts to improve program efficiency.

Manages and maintains all files and databases to streamline routine duties, eliminate redundancy and create in documents and processes.

Keeps the NPS ICCO informed of progress made on assigned Data Tracking System (DTS) actions on a weekly basis.

Responsible for tracking the document packages undergoing surnaming at the DOI Directorate in DTS Management.

Establishes and tracks 60 and 30-day Federal Register Notices and all supporting documents into the DTS.

IC and Forms Development

Works with NPS ICCO and program offices to initiate, create and maintain files containing documents for full IC review (currently approved/renewals). Full packages include: all documents from previous approval, 60 and 30-day DTS packages, draft Supporting Statements, supplementary documents and associated legal authorities, etc.

Initiates searches and coordinates with ICCO and program offices to ensure that IC adequately describes the current information needs (required), for instance: legal authorities are appropriate and consistent with NPS and Program mission; any duplication of effort is identified; requirements for System of Record (SORN) are met or in place; appropriate ways to reduce respondent burden are examined and recommended; copy-edited drafts should be virtually error free and common mistakes are mitigated before the draft is considered final and submitted to ICCO for final review.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.


Bachelor's degree preferred and a minimum of seven (7) years relevant experience, or equivalent combination of education/experience.


Operational knowledge of federal regulations, guidelines, support technology and tools.

Demonstrated ability to develop and apply comprehensive solutions to client requirements/issues and to work with a wide range of government departments having diverse business needs, interests, expectations and requirements.

Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, Project, SharePoint etc.).

Exceptional organization skills with ability to effectively manage multiple projects and priorities.

Excellent verbal and written communications skills with ability to compose meaningful reports, present research/information with clarity, and create quality presentations.

Exceptional customer service skills with ability to assess needs, resolve problems and satisfy expectations.

Adept analytical, critical thinking and project management skills.

Ability to implement a proactive approach to problem-solving.

Ability to interact professionally with team members, corporate management and clients of all levels.

Demonstrated ability to work under pressure and to meet tight deadlines.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.


Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
