SUMMARY

The Configuration/Change Manager provides support to the Defense Health Agency (DHA) at Fort Sam Houston in San Antonio, Texas. This position manages and maintains the Configuration Management Database (CMDB).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.

Documents the approval, deployment and configuration of all Infrastructure system/service Configuration Items (CI) into, or that exist within the infrastructure production environment.

Manages and maintains the Configuration Management Database (CMDB)—enterprise level, as a means to implement continuous process improvement efforts.

Analyzes/modifies the current enterprise change framework and provides status reporting prior to and/or after remediation actions/fixes have been engineered and executed.

Validates deployment plans have been provided and are in compliance with existing performance limitations.

Provides customers and government lead with accurate, timely information on infrastructure system/service CIs.

Documents and tracks 100 percent of modifications using the established CMDB—such as Remedy, ServiceNow, or other approved ITSM system(s).

Provides training to change coordinators, initiators for using the CMDB.

Establishes and ensures pertinent artifacts are generated/maintained in order to begin establishing functional and design “baselines” while solutions are being modified in Enterprise Solutions Architecture, i.e. software and/or hardware.

Conducts configuration audit/verification activities in order to determine undocumented changes and to limit service disruptions/outages.

Employs change management status accounting strategies to ensure board members, system owners and stakeholders are apprised of anticipated/ongoing/completed deployment/transition activities within the enterprise.

Conducts Change Ticket business reviews in order to standardize and strengthen change ticket content used by board members in order to determine risk acceptance.

Assists with impact and root cause analysis and reports findings, when necessary.

Gathers all document Configuration Items (CIs) upon ticket completion and houses relevant document CIs into the KM repository; thereafter, advances tickets to closed.

Creates and manages all Configuration Management foundation documents:

  • Enterprise CM Policy Letter
  • Enterprise CM Plan
  • Enterprise CM Plan Template Guide (for systems and MTF applications/systems)
  • Technical Review Board (TRB) Charter
  • Legacy Review Board (LRB) Charter
  • Configuration Control Board (CCB) Charter and/or Architecture Review Board (ARB
  • Change Management Diagrams to include: CM Framework, process flows, swim diagrams and others as required.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE

Bachelor’s degree in Computer Science or a related field of study and the following number of years of relevant experience for the respective levels (or equivalent combination of education / experience):

MID Level 2: 4-6 years’ of relevant experience

Senior Level 3: 6-8 years’ of relevant experience

Experience working in or with Defense Health Agency or other military medical environment.

Experience leading or supporting one or more Configuration/Change Management Services projects.

CERTIFICATES, LICENSES, REGRISTRATION

ADP II Position of Trust prior to commencing work

US Citizen

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Excellent oral and written communication skills

IAT-II - one of the following: CCNA Security, CySA+, GICSP, GSEC, Security+ CE, or SSCP

MCSA or MCSE

IAT Level III certification IAW DOD 8570.01-M

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
