The Oracle Database Administrator provides support to the Defense Health Agency (DHA) at Fort Sam Houston in San Antonio, Texas. This position provides support to update and sustain the enterprise environment.


Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.

Analyzes and optimizes the operational environment. Sustains capacity and performance requirements, consolidates and tunes databases for optimal efficiency, maintains systems and platforms at 99% availability (outside of scheduled downtime), and ensures data integrity through performance of daily, weekly and monthly checklists for monitoring of logs, space checks, audit reports and backups for preventative maintenance.

Monitors and maintains security configuration settings and system modifications to ensure compliance with Information Assurance Vulnerability Alert (IAVA) mitigation actions and other vulnerability concerns.

Analyzes, evaluates, validates and debugs Oracle programs and network applications. Provides technical recommendations on new technologies emerging from the commercial market. Proposes solutions and reports through issue tickets and reports. Participates in technical working groups as required.

Creates and maintains databases required for both testing, and production usage.

Performs ongoing tuning of the database instances.

Installs new versions of the Oracle RDBMS and other tools that access the Oracle database.

Plans and implements backup and recovery of the Oracle database.

Controls migrations of programs and database changes through the development life cycle.

Implements and enforces security for all of the Oracle Databases.

Performs database re-organizations as required to assist performance and ensure maximum uptime of the database.

Plans along with the application developers and System administrators, to ensure that any new product usage or release upgrade takes place with minimal impact.

Provides technical support to application as the point of contact for Oracle Corporation.

Enforces and maintains database constraints to ensure integrity of the database.

Administers all database objects, including tables, clusters, indexes, views, sequences, packages and procedures.

Assists with impact analysis of any changes made to the database objects.

Troubleshoots problems regarding the databases and applications.

Creates new database users as required and manages sharing of resources amongst applications.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.


Bachelor's degree in Computer Science or a related field of study and a minimum of five (5) years’ relevant IT experience, or equivalent combination of education / experience.


US Citizen

NACLC or higher background investigation preferred

Security+ce Certification

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.


Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.


Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
