The Security Specialist will provide Subject Matter Expert (SME) support to the Department of Energy (DOE) Office of Nuclear Energy (NE) to effectively review and support Safeguards & Security (S&S) plans and documents. The Security Specialist will support the analyses of S&S program performance, and make recommendations to NE management. This position supports DOE clients on issues, actions and decisions relating to S&S.
The individual must be “Q” cleared and possess an understanding DOE Security Policy and how it is promulgated - sufficient to review and support S&S plans and documents (such as assessment reports, vulnerability assessment, etc.) in order to analyze S&S program performance, and make recommendations to NE.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Attends/participates in all relevant conference calls and meetings as appropriate and as directed by DOE.
Maintains an independent perspective in the execution of this task and, i.e. not a representative of DOE or any company or organization that would exhibit/present a conflict of interest.
Works with federal Subject Matter Experts, reviews requests from the INL to the Program Office (i.e. S&S plans, equivalencies, deviations, etc.) and recommends the appropriate course of action/response.
Participates as a member of multidisciplinary team in oversight activities of selected aspects of the INL’s S&S program.
Identifies indicators of progress and/or shortfalls in meeting long-term S&S milestones, objectives and/or performance goals.
Conducts analysis, performs research and provides recommendations on a wide range of S&S issues and initiatives, both immediate and long-term, associated with development/implementation of DOE S&S policy and Program Guidance.
Included in all activities will be the thorough and timely collection, dissemination, storage and disposition of program information, in addition to comprehensive communications and information distribution, planning and performance/achievement reporting, and other administrative information management and dissemination, as appropriate, to successfully complete the activity.
Follows established department directives and office procedures for the work performed.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor’s Degree in a related discipline and a minimum of five (5) years’ of experience, or equivalent combination of education/experience. Must be an acknowledged expert in safeguards and security and have a full working knowledge of the field. Experience providing expert guidance and insight into specific subject areas; and analysis, evaluation and recommendations for improvements.
CERTIFICATES / LICENSES / REGISTRATION
Current Department of Energy Q security clearance is required.

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
