SUMMARY

The Senior Enterprise Architect – Lead provides support to Indian Health Services (IHS) Enterprise Architecture Program. This position leads the efforts for researching, developing, and bringing to market offerings for healthcare providers, and rigorous, data-driven analysis and recommendations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Leads the efforts for researching, developing, and bringing to market offerings for healthcare providers, the Head of Strategic Healthcare Solutions that will bring rigorous, data-driven analysis and recommendations.


Develops approaches and compelling business cases for offerings through sound data, excellent written and oral materials, thought leadership, and professional influence to demonstrate the value of the offerings to internal stakeholders for the benefit of our customers.

Develops and drives execution of go-to-market strategies for healthcare provider-specific offerings.

Acts as a key driver of growth in the depth and breadth of our engagement with our customers and will be a key element of the growth of the AWS Healthcare business.


Serves as a highly credible and influential expert on provider healthcare with customers, internal stakeholders, and senior executives in health systems and related organizations.
 

Works backwards from customers’ needs. Identifies, develops, and builds repeatable solutions, programs, coalitions, and models to transform how technology can be leveraged by healthcare providers, including lighthouse initiatives to increase cloud adoption in provider health systems.


Together with internal technical and business teams, external partners, and customers, identifies, builds, and develops the customer-facing and technical features of solutions to take to market.
 

Develops and drives go-to-market strategies and plans for each solution area, including leveraging field teams, technology, consulting partner channels, and self-service.
 

Identifies gaps in solutions and influences IHS and/or IHS and partner solution development.
 

Leads discussions with CEOs, COOs, CCOs, CFOs, CTOs, CIOs, Chief Architects, Senior Developers, etc. of both customers and partners to identify, understand, and incorporate customer needs in conceiving and building solutions.


Leads IHS EA team of contractor Subject Matter Experts (SME’s) and technical teams to review analyze and propose solutions, including reference architectures, patterns, automation for one-click deployment, release plan, etc.


Deploys pilot and scale, solutions-led, growth programs in the field working with sales enablement, business development teams, and account teams.


Manages solutions-led growth programs, assesses performance, pivots and evolves programs based on observed data to improve programs efficiency and performance.

Participates as a member of the Enterprise Architecture Working Group (EAWG) and works with the agency’s/customer’s enterprise architecture team to develop target architectures and evaluate IT investment requests.


Works with the customer CIO and agency’s/customer’s project staff to facilitate IT strategic planning.


Responds to technical questions and research’s requests from the customer.
 

Performs solution scans and designs and estimates the cost of technical solutions that satisfy the requirements of IT investment requests.
 

Prepares solution packages documenting recommended technical solutions and estimated costs and benefits.
 

Advises/drives an application modernization initiative.


Facilitates staff in conducting “Fit-Gap” evaluations of proposed COTS solutions.


Provides advice and support for systems development and engineering projects.


Coordinates “reach back” with technical subject matter experts (SME) to obtain specific knowledge or expertise to address technical issues.


Prepares deliverable reports and briefings.


Acts as a leader for a bigger picture strategy, integrating the business and technological vision, connecting the dots across business needs, technologies, processes, and information.


Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION/EXPERIENCE

Bachelor’s degree and At least  twelve (12) years’ experience in senior leadership positions working in healthcare solutions and/or product development, technology-enabled consultative product management, product marketing, business development, and/or transformation roles; , or equivalent combination of education / experience.

At least 8 years’ leading complex solutions programs, strong data and metrics bias, solid understanding of industry dynamics, and demonstrated go-to-market success. At least 8 years’ experience in business, clinical, financial, operational, and IT processes in healthcare, especially in large enterprises, and understanding of how cloud can help transform the processes to result in better outcomes for the patients and communities that healthcare providers serve. At least 5 years’ experience working and dealing with the complexities of the healthcare provider business processes and enterprise IT environments. Experience managing the development of architectural standards and road maps. Proven experience with future state architecture, taking business to the next level, creating competitive advantage to the business. Proven experience laying out technology roadmap connecting the dots with business needs. Proven experience across multiple business areas, and multiple technologies with well-rounded background in applications, software, databases, middleware, etc. Experience communicating with both technical and non-technical stakeholders across multiple teams. Technical background with Computer Science, and/or Engineering/Math background. Solution architecture experience. Experience developing lifecycle cost estimates for technical solutions. Successful systems development experience involving COTS integration.

Technical knowledge of healthcare provider applications, platforms, and data ecosystem, with ability to go deep on technical aspects to understand current and future customer needs and present IHS technical benefits and budget optimization
Passion for mission-based provider healthcare sector – deep understanding of how the healthcare provider industry operates and the unique characteristics of the industry ecosystem
Strong customer focus, urgency, energy, and drive to solve problems and create repeatable and scalable solutions that have lasting impact
Working knowledge or experience in cloud computing and its application in the healthcare industry
Excellent business and financial acumen and negotiations skills

Splunk Certification
TOGAF Certification required
