SUMMARY

The Subject Matter Expert (SME) / Functional Specialist V supports the U. S. Department of Energy (DOE), Office of the Chief Information Officer (OCIO) for the Deputy CIO of Enterprise Policy, Portfolio Management and Governance (IM-20) program. This position serves as a senior member of a project team. The Functional Specialist / SME V position provides an expert level of functional knowledge to the project and team leadership in a specialized field such as business, engineering, IT Governance and knowledge management. Applicable functional areas include systems engineering, acquisition management, business process, quality assurance, organizational planning, financial management, acquisition logistics, configuration and data information systems, major enterprise-wide technology deployments, or strategic enterprise infrastructure redesign. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Provides support for a strategic information management and cyber organization aligned with DOE mission and strategy and creates business value for stakeholders and customers.

Provides support services that will build a FITARA policy and governance shop, promoting the performance that leads to effective, carefully managed IT planning and execution.

Designs and prepares technical reports, studies and related documentation.  Makes charts and graphs to record results. Prepares and delivers presentations, training and briefings, as required.

Supports the development of policy, associated with the IT investment portfolio, IT acquisition and IT governance. Provides stewardship of the Enterprise programs and initiatives that stem from Departmental guidance and Federal mandates.

Performs assignments on a broad range of tasks associated with the implementation of standard techniques, procedures and/or criteria related to functional area or expertise. 

Gains knowledge of policies and procedures of a given program / project. Works cooperatively within the guidelines established by customer management and project leaders.

Collaborates with team members to attain the project goals within the defined timeframes.

Collects and analyzes data and provides reports on project status.

Serves as a resource for team members and clients. Helps to ensure an effective and positive work environment by establishing and maintaining cooperative working relationships.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION/EXPERIENCE REQUIRED

Bachelor’s degree in a related field of study and a minimum of eight (8) years’ of relevant experience.  Must have four (4) years of experience in Information Technology with a minimum of two (2) years in an applicable functional area.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
