The On-Site Project Manager manages, plans and coordinates the full life cycle of a Network and Infrastructure modernization project in Quantico, VA. This position utilizes an advanced level of subject matter expertise to analyze and evaluate business functions, systems and processes in order to work with the IT team to determine the most effective business applications for meeting the needs of enterprise objectives. Additionally, this position ensures that all project goals and objectives are accomplished within the prescribed timeframe, budgetary parameters and to the customer’s satisfaction. The Project Manager must be able to provide project team leadership necessary to meet defined project deliverables and to maintain positive working relationships with the customer and key stakeholders.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Manages and communicates project expectations to team members and stakeholders.

Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications and develops collaborative rapport with solutions-oriented approaches.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal and team output.
Elicits, analyzes, validates, specifies, verifies and manages the needs of project stakeholders, including sponsors and end-users.
Effectively manages the project scope, deliverables, cost, profitability, schedule, quality and resources.
Develops project plans to guide the execution and control of the project and tracks project milestones and deliverables.
Communicates IT project plans, objectives, timelines, schedules, job assignments, responsibilities and reporting relationships.
Identifies and manages project dependencies and critical path. Proactively manages changes in project scope. Identifies potential crises and devises contingency plans.
Implements industry best practices, project management tools and methodologies.
May be required to facilitate the establishment and implementation of policies, procedures and standards, and governance to ensure compliance.
Participates in peer reviews, inspects requirements documents and work products derived from requirements specifications. Ensures that requirements were interpreted correctly. Participates in requirements prioritization. Manages requirements and traceability information. Tracks requirements status throughout the project.
Manages changes to baseline requirements through effective application of change control processes and tools.
Coordinates User Acceptance testing, as required.
Oversees development of training requirements, documentation and schedules.
EDUCATION / EXPERIENCE
Bachelor’s degree in Computer Science, MIS or a related field of study and a minimum of seven (7) years’ relevant experience working with medium and large-scale projects, or equivalent combination of education / experience with proven leadership, management, and organizational skills. Strong network background a requirement. DOD/Federal experience preferred. Telecommunications experience preferred. Experience with government contracting DOD preferred.

PMI Project Management Professional (PMP) Certification Preferred
Cisco Certifications Preferred

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
