The Project Manager - Subject Matter Expert (SME) manages, plans and coordinates the full life-cycle of projects In support of the Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS). This position ensures that all project goals and objectives are accomplished within the prescribed timeframe, budgetary parameters and to the customer’s satisfaction. The Project Manager – SME seeks to develop the skills and tools necessary to properly and thoroughly review all aspects of the Medicaid and CHIP programs to provide vital / meaningful input into the annual Compliance Supplement for the SSA audits to better ensure state audit resources will focus on the most critical elements of high risk areas of the Medicaid and CHIP programs. In addition, this position will create a synopsis of outstanding and resolved audit finding activity contained in the CMS database, Audit Management System (AMS), which houses both SSA and OIG audit results.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Coordinates internal resources and third parties/vendors for the flawless execution of projects.
Ensures that all projects are delivered on-time, within scope and within budget.
Assists in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
Ensures resource availability and allocation.
Develops a detailed project plan to monitor and track progress.
Manages changes to the project scope, project schedule and project costs using appropriate verification techniques.
Measures project performance using appropriate tools and techniques.
Schedules, participates, and coordinates recurring and ad-hoc meetings at the direction of the
Contracting Officer Representative (COR) and/or CMS Point of Contact (POC). All deliverables, meeting minutes, collaborative documents, draft-working documents, etc., are housed in a centralized location, e.g., CMS-based SharePoint, so that communications/information can be easily accessed and disseminated.
Prepares and runs an initial meeting to introduce the CMCS component representatives to the project as well as all follow up meetings.
Reports and escalates information, improvements and issues to management as needed.
Manages the relationship with the client and all stakeholders.
Performs risk management to minimize project risks.
Establishes and maintains relationships with third parties/vendors.
Creates and maintains comprehensive project documentation.
Meets with clients to take detailed ordering briefs and clarify specific requirements of each project.
Ensures the project meets budgetary objectives and adjusts project constraints based on financial analysis.
Develops comprehensive project plans to be shared with clients as well as other staff members.
Performs other related duties as assigned.
Develops spreadsheets, diagrams and process maps to document needs.
Provides the COR with the name and contact information of personnel providing coverage during absence.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor's degree and a minimum of ten (10) years’ relevant experience, or equivalent combination of education / experience.

Strong working knowledge and proficiency in MS Project
Ability to provide complete Earned Value Management (EVM) reporting to the client / company
Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
