SUMMARY

The Lead Pricing Analyst facilitates optimal pricing decisions by developing price proposals for government and commercial business opportunities.  This position provides an advanced level of pricing support for all CNI entities and is responsible for a variety of price proposals leading to initial contract award, supplemental acquisitions, contract changes, price redeterminations, terminations, and others as required. The Lead Pricing Analyst also receives assignments that may have little pricing precedent or prior organizational experience, with some of those being further complicated by intercompany relationships within CNI.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.

Uses advanced pricing principles and techniques to oversee and develop pricing models on a wide range of competitive and sole-source contract proposals, modifications, revisions, price adjustments, or terminations, or contract closeouts

Works on pricing projects that are more complex or require a greater level of expertise.

Analyzes all proposed costs to ensure allowable costs, allocation of costs, and reasonableness.

Identifies items such as risk factors, extent of government assistance, amount of capital investment, and extent subcontracting requires justification and/or explanation.

Identifies ambiguous solicitation statements containing cost impacts.  Makes mitigating recommendations to operations and/or management.

Assists operations and/or management with establishing pre-negotiation objectives, final negotiating objectives and/or conducting final price negotiations.

Obtains credit and financial position of company, commercial credit reports, cash flow, and guaranteed loans, where required by the Government solicitation, to establish financial capability to successfully perform the contract requirements.

Leads Pricing Team that may consist of one or more Pricing Analysts.

Leads Pricing Team via Practice Area or split-Divisional alignment that plans, and coordinates , and prepares the price proposal, resolves issues as to the reasonableness of the various cost elements, justifies exceptions, and formulates price negotiation objectives to be recommended. Also performs same duties when required, i.e. not leading team but performing pricing effort.

Obtains available historical data in support of price and/or business (narrative) proposal development. 

Modifies historical data and/or previous price and/or business (narrative) proposals due to changes in requirements, costs, and contract provisions in their application to the required proposal.

Uses initiative, creativity, and judgment in preparing price and/or business (narrative) proposals based on experience, interpreting data, and analyzing the business environment as well as other economic factors.

Creates or assists in the creation of price and/or business (narrative) proposals in both Competitive and Sole-source responses to Government and commercial RFP, RFQ, RFI, Task Orders, REA’s, and SCA/DBA Wage Determination adjustments. 

Develops complex processes and strategies to meet outlined contractual pricing requirements.

Leads Pricing Team via Practice Area or split-Divisional alignment that develops unit cost and pricing data responsive to the requirements of the solicitation. 

Submits data to appropriate entity for review and approval. Also performs same duties when required, i.e. not leading team but performing pricing effort.

Interacts and consults with various departments and/or individuals (i.e., Human Resources, Payroll, Contract Accounting, Contract Admin, Legal, Program Managers, LLC Managers, etc.) in order to obtain needed data and rationale for the pricing and/or business (narrative) proposal.

Leads a team and participates in evaluating proposed labor rates, overhead indirect rates, and escalation rates based on available sources, such as payroll records, compensation information, SCA/DBA wage determinations, and various published indexes (e.g., Department of Labor, economic forecasting services, actual and forecasted indirect rates, etc.). Also discusses and resolves routine questions involving characterization of costs as direct or indirect.

Reviews subcontractor price proposals to ensure total proposal price is competitive based on intelligence data provided by BD and/or Operations.

Determines the complexity of the pricing required. Appraises and determines the extent and depth of technical review necessary to project company costs and assists in evaluating the financial ability to perform the requirements. Determines necessary steps to develop a competitive fee rate.

Consults and coordinates with supervisor on controversial or unusual situations and recommends solutions.

Provides guidance on complex project requirements.

Submits completed price and/or business (narrative) proposals to the supervisor for review and feasibility of pricing strategy. Obtains and utilizes pertinent data provided by other parties to develop pricing and to establish pre- and final-negotiation objectives. 

Participates in or conducts pre- and or final- negotiations, and defends the price positions in the pricing and/or business (narrative) proposal.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.

 

EDUCATION/EXPERIENCE

Bachelor's degree in Accounting, Finance, Business or a related field of study and a minimum of eight (8) years’ relevant experience; or equivalent combination of education / experience. . Six plus years of Federal Government pricing and contracting experience may be substituted for degree or certifications. Demonstrated experience pricing various types of contracts (i.e., CPFF, CPAF, FFP, T&M, IDIQ task order, GSA schedules, etc.) preferred. Knowledge in methods of procurement used by the Government and/or commercial entities. Experience with job order cost accounting and cost accounting practices as it relates to service contracting and/or manufacturing price proposals. Experience with Proposal Management and Operations or operations concepts.

 

CERTIFICATES, LICENSES, REGISTRATION

Certified Pricing Professional (CPP) and/or Certified Cost Professional (CCP), or Lean Six Sigma, BPM, CMMI certification, preferred but not required

 

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Working knowledge of job order cost accounting as it relates to service contracting and/or manufacturing price proposals

Knowledge in methods of procurement used by the government and/or commercial entities and personal experience in contract development / research

Skilled proficiency in developing process improvements and work instructions with ability to recommend viable solutions

Excellent computer skills with proficiency in Microsoft Office programs (i.e., Excel, Word, PowerPoint, Outlook) 

Excellent verbal and written communication, presentation, and interpersonal skills that will enable the proper understanding of the pricing approach and cost build up substantiation

Demonstrated leadership and ability to apply pricing skills best principles and practices at individual and group levels

Demonstrated ability to read and understand pricing requirements outlined in contractual documents and develop the necessary methodologies, processes, structures, and strategies that are needed to meet those requirements

Demonstrated ability to select pricing techniques, make adaptations where necessary to deal with specialized requirements of various price proposals

Possesses technical responsibility for the proposed pricing recommendation

Solid customer service skills with ability to interact professionally among team members, corporate management, and clients of all levels

Ability to use tact in handling difficult individuals and/or situations

Excellent analytical and problem resolution skills with ability to properly and successfully address needs / requests

Proficient in problem solving and strong mathematical abilities / finance skills

Solid organizational and leadership skills relevant to carrying out day-to-day responsibilities

Excellent organization skills with ability to effectively manage multiple projects (some complex where process/deliverable is non-standard), priorities, and deadlines, and to balance competing workload demands effectively

MATHEMATICAL SKILLS

Ability to work with and apply basic algebra and advanced mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry (e.g. exponents, logarithms, quadratic equations, and permutations).  Ability to apply concepts and calculate figures and amounts such as fractions, percentages, ratios, and proportions, discounts, interest, commissions, percentages, area, circumference, and volume to practical situations.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form, manages several abstract and concrete variables.

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret the general business periodicals, professional journals, technical procedures, government and commercial solicitations, or governmental regulations, and the most complex documents. Ability to write reports, business correspondence, and procedure manuals. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive responses, speeches, and/or presentations on controversial or complex topics to top management, clients, customers, public groups, and or boards of directors.
