The Director of Proposal and Capture Management leads all aspects of the proposal and capture management process to ensure the successful transition from business opportunity to proposal development to award. This position is responsible for assuring a collaborative strategy that optimizes the business development aspects of Capture Management with the technical expertise of Proposal Management for targeted, competitive solutions that produce successful pursuits. 


Essential duties and responsibilities include the following. Other duties may be assigned.

Provides overall management and direction to the Proposal and Capture teams.  Mentors and coaches staff with needed knowledge, skills and abilities to successfully perform job requirements.  Serves as a technical advisor.  Assigns responsibilities, schedules activities, and evaluates performance.

Participates in the development and review of capture and proposal strategies, and advances a strategic plan of action.

Develops standards and processes around proposal development and capture initiatives. Makes sure standard methodologies are in place, documented and available to all team members. 

Allocates proposal and capture resources as new RFPs are presented.

Remains engrained in all RFP and capture efforts. Manages budgets; works with key staff and management to plan and prepare budgets and timelines. 

Monitors capture efforts, and schedules periodic management reviews on capture progress.

Reviews proposal draft and final versions; determines responsiveness to RFP. Assesses thoroughness, accuracy, staffing, financial considerations, quality and effective design and layout. Ensures compliant, quality proposals.

Serves as an escalation point on all proposal, capture and marketing efforts.

Obtains feedback on projects for “lessons learned.” Incorporates feedback into future proposals.

Provides status updates and other standard reports for multiple ongoing project and proposal efforts.


Periodically works extended evening and weekend hours, sometimes on short notice. Travel may be required.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.


Bachelor's degree and a minimum of ten (10) years’ relevant experience working directly in the capture and proposal processes, with five (5) years’ of supervisory experience. 


Association of Proposal Management Professionals (APMP) Certification required.


In depth knowledge of Federal Acquisition Regulations (FAR)

Solid ability to simultaneously manage multiple projects and priorities, work under pressure and meet tight deadlines

Ability to make sound, well-informed and objective decisions; perceives the impact and implications of decisions

Ability to prepare, justify and administer program budget and to assess financial conditions

Ability to persuade others to accept recommendations and to negotiate to find mutually acceptable solutions

Ability to organize work, set priorities and determine resource requirements

Ability to read, analyze, and interpret the most complex documents.

Ability to respond effectively to the most sensitive inquiries or complaints.

Ability to write speeches and articles using original or innovative techniques or style. 

Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and or boards of directors


Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
