The COVID Field Support Consultant supports the CDC’s Tribal Support Section (TSS) by providing technical assistance in the field to support tribes and tribal-serving organizations to help them in addressing COVID-19 in the areas of data collection and analysis, surveillance, community mitigation and technical assistance for contact tracing. In this position the consultant is the primary point of contact to tribes, tribal organizations and territories and freely associated states as part of CDC’s emergency response to COVID-19.


Essential duties and responsibilities include the following.  Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.

Serves as primary point of contact to the tribes and tribal organizations in assigned HHS Region for their COVID-19 response efforts. Be able to deploy to the tribal nation to support from the ground.

Ensures that the Letter of Invitation (LOI) from the tribe and/or Email of Invitation (EOI) from IHS is obtained to activate CDC deployment activities.

Develops tailored support matrix, developed by the CDC, with background info on tribe/tribal organization, mission goals and objectives and identified areas of need. Works to help specific activities to address issues including type of deployment needed (onsite or remote) and number of SMEs (and types of SMEs) needed for mission objectives.

Complete and submit reports demonstrating progress as requested by the CDC which may include communication and feedback from tribe/tribal organization and IHS Regional Area, challenges encountered, timeline of planned activities, etc.

Communicates open and freely with TSS leadership on challenges and recommendations for improvements.

Works with the TSS to assess and address COVID-19 needs of tribes and tribal organizations. Initiate outreach to tribes and tribal organizations when necessary.

Assists in the assessment and consensus calls with tribes and tribal organizations to identify areas of need and potential CDC support to address needs and to obtain consensus on the support plan.

Communicates and collaborates with partners in the local community. Builds solid relationships.

Assists with targeted outreach to individuals within the community.

Participates in tribal community meetings, events, and other forums to share information about COVID-19 and emerging threats.

Actively participates in regular communications with the team of Tribal Field Support Consultants and PM.  Provides reports to the PM in the format provided and in the timeframe requested (may be weekly and/or monthly). 

Collaborates with the team of Tribal Field Support Consultants to suggest and implement (where applicable) improvements to processes or tools to benefit the initiative and provide the best value for the CDC and the Regional Offices.

Able to work independently. Also able to work remotely.

Communicates clearly and effectively in email, reports and outreach. Understands stakeholders of communication and ensures messages are clearly written for the audience.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.


Bachelor’s degree in nursing (BSN) or related field or equivalent combination of education / experience. Master’s degree preferred.  R.N. or Epidemiologist preferred. Experience supporting tribal organizations required. Advanced experience in public health, clinical engagement, community outreach, surveillance and reporting, and health care data analytical techniques preferred. Experience with speaking in a community setting and with physicians and other practitioners preferred.



Advanced knowledge in the field of public health and/or health-related science

Ability to consistently exercise discretion and judgment in carrying out numerous public health-related duties

Ability to use public health, health, and data analytics knowledge to analyze, interpret, and draw conclusions based on activities within the local health department

Skilled proficiency in the use of Microsoft Office Suite (i.e., Word, Excel Outlook, Project, etc.)

Ability to work independently, as well as a member of a multidisciplinary team

Exceptional organization skills with ability to effectively manage multiple projects and priorities

Excellent verbal and written communications skills

Exceptional customer service and relationship-building skills

Familiarity with health care data analytical techniques

Ability to provide background information about the project, answer questions, and provide updates to CDC, CNI project managers, and local health department staff 


Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.


Ability to work with mathematical concepts such as probability and statistical inference.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.
