This positions assists with activities in engineering, design, and construction of civil engineering projects. The primary goal of the Civil Engineer is to design and supervise telecommunications construction projects. To manage projects effectively, the Civil Engineer must perform a variety of tasks related to planning, forecasting, and using technology.


Essential duties and responsibilities include the following.  Other duties may be assigned.

Uses bids submitted by vendors to prepare a cost estimate for each construction project. To prepare an accurate estimate, must determine the scope of the project and analyze any risks associated with the proposed construction.

Uses a spreadsheet program or project-management software to generate estimates.

Uses design software to produce renderings, which are images made from two-dimensional and three-dimensional models.

Uses software to create a basic design idea and then send to a drafter to produce the renderings.

Responsible for ensuring each project complies with zoning laws and other regulations.

Ensures that all materials are purchased in accordance with state, city or county procurement rules.

Analyzes data from several sources to determine the best way to plan projects

Performs multiple types of inspections. Field inspections onsite to survey and analyze a project’s proposed location and structural inspections looking at existing structures for signs of wear and tear or damage.

Examines the construction process to ensure everything is going according to the plans.

Communicates technical ideas to non-technical audiences, such as residents, customers or local government officials.

Determines project costs based on the bids submitted by vendors.

Prepares reports and proposals with Microsoft Word and Excel.

Develops project plans according to local building codes.

Performs hand calculations to ensure the feasibility of project.

Uses experience with various computer assisted engineering and design software, such as AutoCAD and Civil 3D

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.


Bachelor's degree in Civil Engineering and five (5) years’ experience; or equivalent combination of education and experience. A licensed Professional Engineer (PE) is strongly preferred. Four (4) years’ of experience in general civil engineering including design of site grading and drainage, sanitary sewers, water systems, roadways, and storm sewers, and storm water management facilities.


Strong skills in analysis and problem solving

Solid understanding and ability to adhere to local, state, and federal guidelines and regulations

Ability and willingness to travel frequently – for at least 40% of the time

Strong ability to supervise tendering procedures and compile job specifications

Ability to carry out effective technical and feasibility studies, as well as site investigations

Ability to effectively monitor and drive project activities

Ability to prepare safety and function analyses

Possess strong organizational and site management skills to effectively coordinate site activities

Ability to perform calculation, dimensioning, and control of concrete and metallic construction

Profound ability to carry out safety analyses and stability and quality control

Ability to effectively work with professionals from other fields, including subcontractors and architects

Strong ability to plan and manage project resources and budgets

Excellent in the use of relevant civil engineering software programs, including AutoCAD and Civil 3D

Strong communication skills, including verbal and written.



Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Uses both hands for frequent grasping and fine manipulation and occasional fingering. Frequently carries up to 25 pounds of weight distances of up to 50 feet at a time, occasionally up to and including 50 pounds of weight distances of 25’ and rarely up to 50 pounds distances of 5’. Occasionally lifts up to 50 pounds of weight from the floor to the waist. This weight will be constituted by the following items, but not limited to them: tools, toolboxes and tool bags, ladders, motors, supplies and equipment. Weights in excess of 50 pounds may need to be lifted between the floor and waist on rare occasions and may consist of the following items but not be limited to them: tools, toolboxes and tool bags, ladders, motors, supplies and equipment.  Frequently operates small hand and power tools. Works at heights for extended periods of time. Wears required personal protective equipment such as steel toed shoes, work gloves, safety glasses, ear protection, dust masks, and safety belts on a continuous basis. Moderate to high risk of electrical shock. Minimum exposure to vibration, moving and mechanical parts. May be exposed to adverse weather conditions.
