SUMMARY

The Change and Release Manager provides support to the Office of the Comptroller of the Currency (OCC), U.S. Department of the Treasury. This position maintains and updates the Enterprise Change Management Plan by establishing change management processes, which are aligned with industry best practices and the Information Technology Services Information Technology (IT) Governance Policies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.

Supports Enterprise Change Control Board Charter by managing and approving changes through Service Delivery and Enterprise Change Management.

Manages outlining procedures followed by stakeholders.

Manages the Application Verification Testing process used by stakeholders during monthly events as well as Change Request review checklist used to validate Change Request records during formal reviews.

Leads changes of approach, systems and processes within, as a result of which staff at all levels of the department retain “ownership” of processes and see them as a positive contribution to their work.

Advises and assesses the impact of transformation projects on service delivery.

Ensures all transformation projects adhere to a strict change control process to minimize any adverse effects to the working environment and its end users.

Accountable for maintaining the integrity of all IT system environments by ensuring strict release and change processes are followed by development and support teams throughout the release cycle.

Accountable for ensuring that resources are utilized efficiently by integrating and prioritizing development and maintenance environments and usage requirements into schedules of change for all shared environments aligned to an agreed release cycle.

Defines the scope of the Change Management processes, function, configuration items to be controlled and the information that is to be recorded.

Takes responsibility, where necessary, for the development of the change programs ensuring best fit for the organization.

Develops, documents and publishes change and release management standards, plans and procedures, ensuring that these documents are updated as and when appropriate.

Uses the appropriate operating systems, hardware, tools and/or paper documents to maintain the configuration management system, including the configuration management database (CMDB).

Ensures that necessary data, forms and configuration items (CI) are available for use by all authorized personnel.

Monitors and documents baselines and releases of CI for formal test and delivery, ensuring that necessary data is available for use by those producing and/or using the baselined CI.

Monitors and documents the reporting, investigation and outcome (i.e. clearance, cancellation or concession) of all defects and problems reported against the CI.

Ensures that necessary data is available for use by the problem management function within ICT and others carrying out investigations and ensuing actions.

Monitors and documents the analysis, implementation, review and test of proposed changes to all CI and structures, linking them to defects/problems reported where applicable.

Monitors and documents re-releases of changed items, ensuring that necessary data is available for use by those carrying out analyses and ensuing actions.

Maintains a document reference library, ensuring that current and archived versions of document CI are available for reference by all authorized personnel.

Ensures all new business and alterations to existing business go through the change management process.

Produces schedules of requests for change (RFCs) for managing changes to the live infrastructure.

Provides professional advice to senior management staff and customer organizations on the options and consequences regarding programs of change.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION/EXPERIENCE

Bachelor's degree and a minimum of five (5) years’ of experience with ITIL service management implementation, specifically around change and release management with a least two (2) of the five (5) years’ of experience in ServiceNow, or equivalent combination of education / experience.

ITIL 4 Foundation certification

Proficiency in document development with ability to implement a high degree of professional judgment and a clear understanding of the information to be communicated

Excellent computer skills with proficiency using Microsoft Office Suite (i.e., Outlook, Word, Excel, PowerPoint, etc.)

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
