SUMMARY

The Business Analyst - Radio Frequency analyzes and solves computer issues for Indian Health Services (IHS). This position develops system specifications from the provided business requirements (including associated LOEs for development), as well as tracking requirements throughout the design, development, testing, and implementation phases. The Business Analyst - Radio Frequency applies professional knowledge to resolve complex issues where analysis of situations or data requires an in depth evaluation of variable factors.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Provides support for all aspects of radio frequency operations (SATOPS or NITA), including mission data retrieval, spacecraft/payload telemetry, tracking, or tactical-level space force command and control.

Reads, interprets, creates and edits network/circuit diagrams.

Understands and applies spectrum management and electro-magnetic interference (EMl) detection/location software including configuration, administration, training, and end users support.

Interviews Subject Matter Experts and translates complex information into easily understood structured and polished documents. Ensures compliance with industry standards and best practices of style and format.

Manages the knowledge base library containing knowledge articles (quick instructions). Reviews submitted documents for order, clarity, conciseness, style and terminology and loads knowledge articles.

Authors and updates IT end-user documentation. Regularly reviews, edits, and proofs documents. Converts documents into standard template formats ready for delivery to the customer.

Reviews, develops, and edits complex written and graphical technical materials, including system configurations, interface control documents, system workflow diagrams, drawings, white papers, studies and other materials.

Works in a team environment and is expected to assist other team members as needed.

Responsible for adherence to qualitative and quantitative standards as established to meet contractual obligations and changing business requirements.

Uses excellent knowledge of the English language and overall structure and organization of material to create professional documentation.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE

Bachelor's degree and a minimum of five (5) years’ relevant experience in Radio Frequency Operations, or equivalent combination of education / experience.

CERTIFICATES, LICENSES, REGISTRATION

Possesses or able to obtain a government security clearance

Radio Frequency Engineer certification preferred

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Ability to apply knowledge of radio frequency operations (SATOPS or NITA), including mission data retrieval, spacecraft/payload telemetry, tracking, or tactical-level space force command and control

Ability to read/interpret network/circuit diagrams and creating/editing

Ability to understand and apply spectrum management and electro-magnetic interference (EMl) detection/location

Knowledge and ability to apply global spectrum allocations, ITU, and NTIA/FCC

Proficient in conducting meetings, collecting data from various stakeholders, understand and gap analysis reports, develop road maps, and create presentations for C level to propose the technology change to implement a cost-saving solution

Detail-oriented with exceptional organization, analytical, problem-solving and critical thinking skills

Excellent verbal and written communications skills with solid presentation and reporting skills

Excellent customer service skills

Ability to clearly and concisely communicate information to a broad range of people with varying levels of expertise

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals

Ability to manage multiple projects and priorities

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
