The Business Analyst – Enterprise Mobile Support (EMS) provides support to Universal Service Administrative Company (USAC) for the Division of Program Management and Budget (OMB) in a manner that meets OMB and Health and Human Services (HHS) requirements. This position develops training content for the learning management system and translates complex business information into employee friendly language, facilitating transparent and accurate communications with our internal customers.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned. Collaborates and communicate with Subject Matter experts (SMEs) and other colleagues to develop training content for the learning management system.
Designs and develops engaging learning content, designs templates, eLearning modules and program materials.
Translates complex business information into employee friendly language, facilitating transparent and accurate communications with our internal customers.
Ensures that all work meets established content guidelines and standards as provided by the department SME.
Creates and manages a detailed content production schedule.
Reviews agency analyses of alternatives (AoA), drafts business cases and makes recommendations to OMB.
Assesses customer and stakeholder satisfaction with common contract solutions and strategies.
Regularly reviews practices that are suitable for business process reengineering and works with stakeholders to identify and eliminate steps, including those that have traditionally been viewed as foundational, that impede economy and efficiency or whose costs outweigh the benefits.
Develops and helps in the development of vendor management strategies. Engages with industry and other interested external stakeholders on a continuous basis to inform market intelligence, including industry best practices, strategy development, and appropriate criteria for identifying solutions.
Assists in development and management of resources to support business analysis activities. This includes the Acquisition Gateway, dashboards, and other tools to enable the efficient analysis of spend under management and market intelligence. Uses tools to compare prices paid or labor rates based on relevant criteria, such as years of experience, educational level, and personnel security requirements.
Writes, proofreads and edits content and curriculum for training program modules.
Manages shared mobile services email inbox throughout each day and takes appropriate action to address each email.
Keeps the Manager and Director updated on all pending actions requiring their attention to ensure timely completion.
Manages incoming requests for new services and devices submitted through SharePoint and ServiceNow portals.
Orders new services and devices from the AT&T FirstNet and Verizon portals after all required approvals are provided.
Creates and manages all required property management forms. Maintains on-hand stock of devices and supplies securely and ensures all property is accounted for in the EMSP storage room.
Produces annual assessments. Ensures compliance with industry standards and best practices of style and format.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor's degree in English, Journalism or Communications and a minimum of two (2) years’ related experience in Information Security and / or training, or equivalent combination of education and experience.
CERTIFICATES, LICENSES, REGISTRATION
Must be able to obtain government security clearance

Ability to read analyze and interpret technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publications that conform to prescribed styles and format. Ability to effectively present information to top management, public groups, and / or boards of directors.
