The Java Development Manager is a Senior Developer that manages a team of Java Software Developers and performs independently in identifying, planning, developing, deploying and maintaining software applications and other technology solutions that support the Centers for Medicare and Medicaid Services agency (CMS).

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Leads the design, development, delivery and support operations for a custom-built system that helps the customer execute their mission critical business processes.

 

Leads all stages of the Software Development Lifecycle (SDLC) from requirements through implementation.

 

Takes direct ownership of technical designs, code development and component test execution in order to demonstrate that the finished components function as per the specification.

 

Supports issue analysis and fix during assembly test, product test, regression test, as well as, production issue resolution.

 

Develops a broad set of technology skills in Java web technologies, Service Oriented Architecture concepts, Open Source frameworks and technology architecture concepts.

 

Collaborates with a medium-sized project team made up of talented employees with diverse and complementary skills.

 

Participates in software releases using Agile development and DevSecOps model.

 

Participates in the design of software tools and subsystems to support reuse and domain analysis.

 

Participates in code reviews and ensures that all solutions are aligned to pre-defined architectural specifications. Identifies/troubleshoots application code-related issues.

 

Prepares required documentation and conducts research that optimizes existing subsystems.

 

Identifies issues, requirements and opportunities for improvement.

 

Assists in code review and complex applications.

 

Develops code and unit testing scripts.

 

Writes test and use cases and drives quality assurance through System and User Acceptance Testing.

 

Implements critical software or system changes. Researches new technology or development tools to remain informed of current technology.

 

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

 

EDUCATION/EXPERIENCE REQUIRED

Bachelor's degree in Computer Science, Computer Engineering or a related field of study, or equivalent combination of education / experience / training. A minimum of ten (10) years’ of experience in Java Software Development. Scrum Master or PMI-ACP Certification is a plus. Three years of experience in Java Spring MVC Framework. Experience in leading Java Software Development Teams. Experience in HTML, XML / XSLT, SOAP, CSS2, DHTML, UML and JavaScript required. Experience with a Single Page Application JavaScript framework such as AngularJS, React, or Aurelia. Experience with Amazon Web Services, and associated certifications is a plus.

 

Must have excellent communication (verbal, presentation and written) and organizational skills. Excellent skills developing approaches to meet customer needs / demands while staying within project budget guidelines. Excellent follow-up and time management skills. Strong customer service orientation and associated skills. A demonstrated proficiency in Microsoft Windows / Office.

 

CERTIFICATES / LICENSES / REGISTRATION

This position requires possession of or the ability to obtain and maintain a security clearance

 

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Experience with Java & JEE frameworks

Experience with Frontend frameworks and libraries

Experience with Eclipse / IntelliJ / NetBeans development tools

Experience with databases, SQL, data modeling

Experience with performance tuning

Experience with responsive web development (e.g. bootstrap, material design, zurb foundation, etc.)

Experience with Agile (SCRUM, Kanban), Standard SDLC and CMMI compliant processes

Ability to analyze and troubleshoot services for complex problems, recommending improvements, staying up-to-date on security vulnerabilities, new features, hardware, software and feasibility determination

Experience creating and managing web pages and web applications using HTML5, XML, Java Script, jQuery, JSON, AJAX and CSS

Experience working with Oracle in normalizing and creating databases and schemas / models, writing SQL queries and stored procedures

Experience deploying web applications or websites on Websphere Application Servers

Knowledge of how to prioritize workflow required

Ability to project a professional image in all interactions with clients, vendors and staff required

Ability to handle stressful and demanding situations without disruption of efficiency or professional demeanor required

Ability to work flexible hours according to business demands and sometimes on short notice (required)

Provides support with tasks including, but not limited to, committee meeting agenda preparation and distribution

 

LANGUAGE SKILLS

Ability to read analyze and interpret common and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publications that conform to prescribed styles and format. Ability to effectively present information to top management, public groups, and / or boards of directors.  

 

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discount, interest, commission, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry. 

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interrupt an extensive variety of technical instructions in mathematical or diagram from and deal with several abstract and concrete variable.
