PMO – Quality Management - Project Manager
The QUALITY MANAGEMENT SYSTEM - PROJECT MANAGER (QMS-PM) will develop, coordinate and execute the project’s Quality Management System (QMS) as designed across each project’s life-cycle; from start-up, initial grounding, mobilization to full-operating capability (FOC) and ultimately to decommissioning and demobilization. The QMS-PM provides the QMS processes and procedures in a structures PRINCE2 Methodology to ensure that all project goals, objectives, tasks, and contractual requirements are accomplished within the project’s quality parameters. Resulting in measurable and analytical information. The QMS-PM provides PMO level quality leadership necessary to meet the project’s defined deliverables and company KPI(s) while maintaining positive working relationships with the CNI Shared Services, Technical Project Team, Customer and Stakeholders throughout the project process.
The QMS-PM will lead a team of Quality Assurance Evaluators (QAE) whom are subject matter experts in select fields across various project activities to design, develop and implement project quality systems, procedures of assurances, processes to control and methods of measurement across each Technical Delivery aspect of a project. The QMS-PM will function as the QMS Lead Auditor for the PMO’s yearly internal audits of executed projects; the project’s quarterly health check evaluations and the assurances to the project’s residual surveillance plans (QASP).
The QMS-PM candidate must have OCONUS project operational leadership experience within a structured QMS activity. The QMS-PM must display the ability and aptitude to learn and function to new methods and systems focused to project quality within a structured PMO process.
The QMS-PM candidate must be flexible to accommodate operational requirements, cross-train and cross-function in support of the overall mission. This includes working remote, independently and function as One-Team. Must be willing and able to operate consistently while remote with extensive OCONUS travel in austere environments.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
Ensures each project’s Quality Management System (QMS) is implemented
Directs and ensures the project’s Health/Safety and Security Programs are integrated into the QMS.
Develops all QMS aspects of the project’s delivery throughout the life-cycle working with the PMO Business Systems Analyst.
Collaborates with all CNI-Defense Program staff to assure quality accuracy in the PMO for accountability, reporting, measurements of operations, finance, delivery and personnel care.
Manage multiple QMS tasks and sub-tasks within the PMO operations for delivery “down range” to the technical projects.
Interfaces and coordinates with CNI Corporate staff across various departments, customers and suppliers. Maintains timely and PROFESSIONAL communications, and develops collaborative and solutions-oriented approaches.
Seeks opportunities to expand CNI-Defense business through performance excellence and opportunity identification and problem solving.
Participates in various Project Development Planning and proposal, budget and operation developments for new proposals, modifications and expansion of CNI Defense services.
Communicates PROFESSIONALLY (verbal and written) for project plans, objectives, timelines, schedules, job assignments, responsibilities and reporting relationships.
Sets, manages and communicates project expectations to QAE team members and stakeholders.
Tracks project milestones and deliverables. Knowledge of Stages and Gates in Project Process Management
Collects and disseminates performance information, such as project review data, status reports, progress measurement and forecasting.
Operates in austere OCONUS environments throughout the life of the project. May require multiple locations within a command region.

EDUCATION / EXPERIENCE
Bachelor's degree in a related field of study and a minimum of five (8) years relevant PROJECT QUALITY MANAGEMENT experience. Prior military experience or equivalent combination of education / experience in an OCONUS/austere environment (DOD, NGA, OGA).
Experience with ISO Quality Management Systems 9001, 14001, OHSAS 18001 – preferred Certified Lead Auditor
Preferred experience with PRINCE2 Project Methodology
Preferred experience elements to include Base Support Services, Logistics, FOB Life-Support, Airfield Operations, and Infrastructure components.
CERTIFICATES / LICENSES / REGISTRATION
Project Management Certification, preferred PRINCE2 Registration
Certified Lead Auditor – ISO 9001, or prior certification with ongoing QMS experience will be considered
Active Secret Clearance Required. Prior active and the ability to re-activate within a short period will be considered
