The Quality Assurance Specialist, USPTO Search Services provides support to the United States Patent and Trademark Office (USPTO) and works with the Program Manager to ensure the smooth functioning and quality of services.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Serves as subject matter expert for quality assurance and provides technical quality assurance guidance.

 

Demonstrates the proven ability to manage a program similar in size and complexity as Search Services.  

 

Works with the Program Manager to ensure smooth functioning of the services required under the contract, addresses operational issues, challenges and implements new processes and procedures.

 

Maintains a Quality Control Plan (QCP) to ensure that the deliverables meet the quality requirements set forth in the contract.

 

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

 

EDUCATION/EXPERIENCE REQUIRED

Bachelor's degree (or higher) in a science or engineering field. At least two (2) years demonstrated experience in the field, or in a managerial related area, with experience in managing SLA, quality policies, procedures, processes, programs and practices to assure that the team’s continuous performance meets customer requirements. At least two (2) years of patent searching experience preferably including quality assessment of patent searching.

 

CERTIFICATES / LICENSES / REGISTRATION

Driver’s License

Project Management certification is preferred, but not required.

Skilled proficiency in the use of Microsoft Windows and Office programs (i.e. Word, Excel, Outlook, PowerPoint, etc.) with ability to quickly learn and grasp specialized software programs

Excellent interpersonal skills to mentor, motivate, influence, and coach peers

Strong ability to lead, organize, plan, and make decisions

Ability to communicate, oral and written, to provide periodic status for quality assurance to peers and management

Ability to analyze trends and statistics to identify problems and recommend changes to production processes or quality controls for resolution

Ability to work during business hours of 8:00 – 5:00, Eastern Time and supports overtime requirements outside of regular business hours.

Ability to work effectively, both independently and in a team environment

 

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

 

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

 

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
