The PROJECT MANAGER (PM) plans, coordinates and executes the full project life-cycle from start-up, initial grounding, mobilization to full-operating capability (FOC) and ultimately to decommissioning and demobilization. The PM works in conjunction with the support elements provided by the CNI-Defense Program Office (PMO) to ensure that all project objectives, tasks goals, and contractual requirements are accomplished within the prescribed timeline, budget parameters, within quality tolerances ultimately to the customer’s satisfaction.  The PM provides project team leadership necessary to meet defined project deliverables and maintains positive working relationships with the customer and key stakeholders throughout the project process.


The PM will lead a team of highly skilled Subject Matter Experts (SMEs) that will manage their (each) respective technical areas. The PM will manage the on-site Project Management Office which will be responsible for the Quality Management System, Project Business Operations, Personnel Management and Financial Controls. The Project Office will be the center of customer/client engagements, reporting and problem solutions.


The candidate must have OCONUS operational leadership experience, yet the ability and aptitude to learn and function to new methods and systems focused to project quality with a structured PMO process.


The candidate must be flexible to accommodate operational requirements, cross-train and cross-function in support of the overall mission.



Essential duties and responsibilities include the following.  Other duties may be assigned.

Directs and ensures the Project Quality Management System (QMS)


Directs and ensures the Project’s Health/Safety and Security Programs, integrated into the QMS.


Manages all aspects of Project Delivery throughout the life-cycle.


Collaborates with CNI-Defense Program staff to assure execution accuracy and accountability to reporting of operations, finance, delivery and personnel care.


Manage multiple tasks and sub-tasks within a Project Contract as defined in a Statement of Work, Delivery Listing and Quality Criteria. 


Maintains a solid customer relationship, and assures customer satisfaction with the successful execution of the project.


Interfaces and coordinates with CNI Corporate staff across various departments, customers and suppliers.  Maintains timely and PROFESSIONAL communications, and develops collaborative rapports with solutions-oriented approaches.


Seeks opportunities to expand CNI-Defense business through performance excellence and opportunity identification and problem solving.


Participates in various Project Development Planning and proposal, budget and operation developments for new proposals, modifications and expansion of CNI Defense services.


Communicates PROFESSIONALLY (verbal and written) project plans, objectives, timelines, schedules, job assignments, responsibilities and reporting relationships.


Sets, manages and communicates project expectations to team members and stakeholders.


Ensures staffing levels / skills are appropriate for the project scope and deliverables. Actively participates in the hiring of new and replacement project staff.  Provides performance assessments for CNI-HR and direct feedback to employees.


Tracks project milestones and deliverables. Knowledge of Stages and Gates in Project Process Management


Collects and disseminates performance information, such as project review data, status reports, progress measurement and forecasting. 


Identifies and manages project dependencies and critical path.


Proactively manages changes in project scope/creep.  Identifies potential opportunities to expand through contract modifications. Sensitive to criticalities, vulnerabilities and devises contingency plans to threats and risks.


Performs overall project management and reporting functions related to multiple activities being performed across.


Operates in austere OCONUS environments throughout the life of the project. May require multiple locations within a command region.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.  Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.


Bachelor's degree in a related field of study and a minimum of five (5) years relevant PROJECT MANAGEMENT experience in a OCONUS environment (DOD, NGA, OGA), prior military experience or equivalent combination of education / experience.


Preferred experience with ISO Quality Management Systems 9001, 14001, OHSAS 18001

Preferred experience elements to include Base Support Services, Logistics, FOB Life-Support, AirField Operations, and Infrastructure components.


Project Management Certification, preferred PRINCE2 Registration

Active Secret Clearance Required


Strong working knowledge and proficiency in Project Management Tools/Systems such as MS Project, BPM, SharePoint, and Excel


Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals


Excellent supervisory and management skills with ability to resolve conflicts, grievances, confrontations or disagreements in a constructive manner


Exceptional organization skills with ability to effectively manage multiple projects and priorities

Excellent PROFESSIONAL verbal and written communication skills with solid presentation skills and ability to write formal reports and conduct/lead meetings.


Exceptional customer service and relationship-building skills – Marketing by Performance


Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.


Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
