The Program Manager implements, manages and controls all program directives related to the Food and Drug Administration (FDA), onsite Records Information Management (RIM) office. Scientific computing and federally mandated records keeping requirements have made it necessary for the FDA to move from a paper centric agency to a media neutral information-based organization. RIM will provide direct support to the FDA’s move to a broader information-based organization by supporting core functions related to the processing of records material that support scientific advancement, public health issues and the regulatory review process.

 

The Program Manager ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. This position is responsible for all related contract personnel and operates the program according to established policies / procedures and within stipulated budgetary confinements.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Serves as a focal point, and provides program management guidance and expert support for the contract.  Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the contract / program requirements.

 

Directs, manages and coordinates resources and staff across multiple task orders, projects and locations.

 

Demonstrates knowledge of contract analysis, contract compliance, document processing, quality control, database management and records management.

 

Ability to effectively communicate with the FDA Contracting Officer Representatives (CORs) and ensure timely response for all communications and deliverables across all task orders.

 

Possesses and exercises general knowledge of all technical and management areas of the contract.  Acts as a technical advisor, and implements processes and procedures for effective program management. 

 

Ensures program goals and objectives are set and that all related program responsibilities / projects are assigned, completed on-time and within budget. Monitors progress, and resolves any identified issues affecting successful project / program completion.

 

Makes certain results are documented. 

 

Pays strong attention to cost and schedule management. Prepares periodic reports regarding status of contract schedules and budgets. 

 

Exercises supervisory personnel management responsibilities. Develops program management competencies through training and coaching.

 

Ensures responsiveness, and negotiates submitted proposals with the Contracting Officer Representative (COR).

 

Acts as an advisor to program areas regarding conferences, projects, deliveries and operations.

 

Performs a variety of complex deliveries. Effectively interfaces with senior customer officials, management and field operations. 

 

Ensures compliance with all contractual requirements.

 

Serves as primary point-of-contact with government contract staff for reporting project status.

 

Responsible for effective communication with Contracting Officer and field operations.

 

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

 

EDUCATION/EXPERIENCE REQUIRED

Bachelor’s degree in Business or in a technical or information / records management discipline. Minimum of ten (10) years’ direct experience in program management (preferably in a Federal environment), or equivalent combination of education / experience.

Master’s degree preferred.

 

CERTIFICATES / LICENSES / REGISTRATION

Project Management Institute (PMI) / Project Management Professional (PMP) Certification preferred

Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, etc.) and project management software programs

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

 

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
