Application Support Analyst
The Application Support Analyst analyzes and solves computer issues for Indian Health Services (IHS). Responsible for developing system specifications from the provided business requirements (including associated LOEs for development), as well as tracking those requirements throughout the design, development, testing, and implementation phases. An Application Support Analyst must be able to apply professional knowledge to resolve complex issues where analysis of situations or data requires an in depth evaluation of variable factors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Completes testing scenarios, recommends system change requests to enhance functionalities, participates on procurement systems working groups, and provides system briefings.
Provides support for all aspects of PlainView including configuration, administration, training, and end user support.
Acts as system administrator and Tier 2/3 help desk analyst including supporting end users and developing/maintaining desktop and user quick guides, FAQ’s, and user manuals.
Oversees projects from analysis through implementation. May support multiple projects while maintaining support of day to day business.
Conducts QA data quality reviews and analysis.
Acts as IDW Business Intelligence developer for IHS. Creates monthly and ad-hoc reports for Procurement and Program Office users.
Provides all monthly, quarterly and yearly acquisition reports.
Participates in all user acceptance testing (UAT) for acquisition systems upgrades.
Assists and provides resolutions to issues within IHS.
Works with IT and business project teams to understand reporting requirements and to propose solutions by developing management reports, system dashboards and other documents/records using IHS reporting methods.
Attends meetings as assigned (e.g., for the purpose of conveying and/or gathering information required to perform the functions of the position). Maintains Standard Operating Procedures/Desk References for use by other employees when performing backup or relief duties.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Associate's degree (or equivalent) or one year certificate from college or technical school. Three (3) years related experience, or equivalent combination of education / experience. Minimum of three (3) years end user and systems support experience. Experience with Oracle Business Intelligence Answers platform is preferred. Above average experience with Microsoft Office programs (Excel, Access, Word, and Outlook) required.
CERTIFICATES, LICENSES, REGISTRATION
May require ability to obtain Security Clearance
Professional certification helpful (i.e., Security Plus, A+, ITIL v.3, HDI, MCSA, etc.)

Advanced knowledge and skills using Microsoft Office programs (i.e., Excel, Access, Word, Outlook, etc.)
Knowledgeable of industry standard terminology with ability to learn basic IHS terminology / procedures
Operational knowledge of Oracle Accounting System (or similar software)

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
