HR Specialist – Employee Relations
The HR Specialist – Employee Relations -PT supports the Center for Disease Control (CDC, Human Resources Office (HRO), Workforce Relations Office (WRO) in the area of employee labor relations. This position provides consultation on matters such as employee relations, labor relations, special programs, and benefits and payroll matters.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Consults with management and advises on complex multi-functional human resources topics such as Fair Labor Standards Act (FLSA), employee relations, labor managements, and overseas operations. Recommends solutions to resolve complex issues.
Reviews and analyzes workload data and other data to determine trends and issues that affect the workflow, streamlining processes and procedures and prepares strategic plans for more efficient operations across functional areas.
Prepares and presents standard and ad-hoc reports to HHS Headquarters HRO, management and leadership at all levels of the organization and other offices and agencies associated with the operations of the CDC HRO.
Provides oversight on HRO employee relations and labor relations projects.
Collaborates with the FLSA litigation team to plan and execute advance reviews with various management officials.
Analyzes results of FLSA reviews and provides weekly reports of the team efforts in completing the review goals.
Advises WRO and LR team on policy implications of proposed agency actions.
Reviews sensitive WRO, and Labor Employee Relations (LER) program issues, researches and/or coordinates and monitors research involving difficult labor and employee issues, complex cases, critical issues, and significant or precedent-setting situations relating to the interpretations and application of agency statutes, rules, regulations, decisions, and other regulatory material.
Reviews the Agency’s labor contracts for compliance purposes and develops strategies to promote effective labor relations within the Agency.
Provides expert labor guidance, assistance, interpretations, and recommendations to the WRO Director, Deputy, and Activity Leads on labor and employee relations matters.
Analyzes pertinent employee and labor relations issues, and provides insight into the overall effect and ramifications of the problems and issues in relation to uniform application.
Participates in the formulation and drafting of sensitive program issuances.
Reviews, monitors, coordinates the evaluation of the agency’s employee and labor relations program, and materials resulting from hearings, court actions, and other proceedings concerning labor and employee relations.
Participates in, and contributes to discussions, meetings, and conferences with WRO program directors, staff, and others to: secure and provide information on significant matters relative to employee and labor relations: present conclusions, recommendations, and alternatives and obtain agreement or concurrence; and develop courses of action to avoid, eliminate, or mutually resolve immediate, anticipated or potential problems.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor’s degree and a minimum of five (5) years relevant experience, or an equivalent combination of education/experience.
CERTIFICATES / LICENSES / REGISTRATION
Must be able to obtain Government clearance.
U.S. Citizen/Green Card only due to Government or federal requirements.

Knowledge and experience in applying and advising on provisions of federal employee and labor relations statutes, third-party case decisions, negotiated contract provisions, government-wide regulations, and agency policies.
Expert knowledge of Human Resources employee relations policies, procedures and methodologies to perform a wide variety of interrelated or non-standard procedural tasks pertaining to the Federal HR standards
Demonstrated knowledge of federal HR concepts, practices, laws, regulations, policies and precedents with ability to accurately apply Federal civil service personnel laws, EEO and labor laws with focus on Title 4 and/or Title 5 of the C.F.R.
Extensive knowledge and expertise providing employee relations guidance
Extensive knowledge and expertise performing employee investigations, providing valid conclusions, and determining the best course of actions
Ability to advise and assist management in accomplishing personnel management responsibilities
Extensive knowledge and expertise creating Federal Employee Relations Memos
Extensive knowledge and expertise developing employee relations training, guides and tools for use by management and other HR staff
Solid organizational and leadership skills relevant to carrying out day-to-day responsibilities
Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals
