The Public Health Advisor supports the Center for Disease Control and Prevention (CDC) National Center for Immunization and Respiratory Diseases (NCIRD) Influenza Division (ID) by providing senior-level support, guidance, and expertise in public health and ID-related programs, operations and research activities.  



Essential duties and responsibilities include the following.  Other duties may be assigned.

Develops policies and procedures that enable ID to monitor internal and external programs and activities, including influenza surveillance activities.  Assists with monitoring execution of programs, fiscal and programmatic status of projects; and works with ID managers to identify areas of concern.  Develops, implements and monitors corrective actions, where necessary.


Recommends operations, program and activity improvements to ID managers.  Offers support for designing and implementing improvements.


Assists with procurement and grant activities, as appropriate.  Assists with initiating new grant programs, and managing review panels.  Supports application review and selection, and monitors grant status over time.


Analyzes data and information related to ID operations, program and grants. Prepares reports, briefings, testimony, presentations, and other documents as appropriate for stakeholders.


Offers support for monitoring and improving international surveillance systems for pandemic influenza and scientific research for international surveillance.


Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize output.  Responsible for aiding in own self-development by being available and receptive to any training made available by the company.


Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and Human Resources. Will immediately correct any unsafe conditions as the best of own ability.



Bachelor’s degree in Health Sciences or a related field of study and a minimum of five (5) years relevant experience working in a public health setting; or equivalent combination of education / experience.  Master’s degree preferred.





Operational knowledge of general business and management principles

Knowledge and understanding of CDC/NCIRD/ID operations and programs

Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency and productivity of assigned programs

Excellent research and analytical skills with ability to identify problems, determine accuracy / relevance of information, evaluate alternatives and make recommendations

Ability to build effective partnerships and influence others who may have different perspectives

Ability to collaborate with others for the timely achievement of designated goals / accomplishments

Ability to analyze data and accurately applying business language, strategies and tactics

Exceptional customer service skills with ability to receive and provide information with clarity, courtesy and tact

Excellent written and verbal communications skills with ability to create effective presentations

Ability to assess needs, provide assistance, resolve problems and satisfy expectations

Ability to organize work, set priorities, and handle multiple projects

Skilled proficiency using Microsoft Windows / Office (i.e., Word, Excel, Access, PowerPoint, etc.)

Ability to work effectively both independently and in a team environment



Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors     



Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.               


Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
