The Project Manager II manages all aspects of an IT project to meet project requirements and customer satisfaction. This position will perform the project team leadership and customer relationship management duties necessary to meet project deliverables and develop a positive relationship with the customer and key stakeholders.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Manages and maintains customer satisfaction through a combination of meeting performance objectives, frequent communication, and developing the customer relationship so that collaboration and consultative solution-oriented approaches are possible.

 

Operates project(s) while meeting both on time delivery and budgetary objectives.

 

Seeks opportunities to expand business. Participates (as required) in proposal and solution development for additional project opportunities.

 

Ensures staffing levels / skills are appropriate for the project scope and deliverables.  Actively participates in the hiring of new and replacement project staff.  Provides performance assessments and feedback to employees.

 

Develops and manages project plans and all associated communication documents. Identifies and manages project dependencies and critical path. Tracks project milestones and deliverables.

 

Proactively manages changes in project scope, identifies potential crises and devises contingency plans.

 

Develops and delivers progress reports such as project metrics and project status.  Effectively communicates project expectations to team members and stakeholders in a timely and clear fashion.

 

Accurately estimates the resources and participants needed to achieve project goals.

 

Sets and continually manages project expectations with team members and other stakeholders.

 

Develops the contract Statement of Work and assigns, manages and monitors activities for subcontractors. Performs time collection, invoice approvals and status reporting.

 

Ensures the highest quality of services in the conduct and delivery of the Primary Project Objectives as defined in the contract Statement of Work.

 

Performs overall project management and reporting functions related to multiple technical activities being performed across multiple task areas. 

 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions as the best of own ability.

 

EDUCATION/EXPERIENCE

Bachelor's degree in Computer Science or related field of study and a minimum of five (5) years of IT Project Management experience in a Federal Government environment. Must have strong working knowledge of using Jira, MS Project applied to a software development life cycle. Must be able to provide complete financial reporting to the client and to the company. Must have working knowledge of Agile Methodologies. Understands and uses industry best practices and project management tools and methodologies. Possesses detailed knowledge of Federal IT regulations / guidelines and support technology and tools. Previous experience working with the Department of Health and Human Services, especially with Food and Drug Administration, is required. Knowledge of Enterprise Performance Life Cycle is required. Experience implementing, or having an understanding, of Section 508 requirements is preferred. Understanding of FDA EPLC practices is preferred. Experience writing proposals for federal contracts is preferred.

 

CERTIFICATES, LICENSES, REGISTRATION

Project Management Professional (PMP) preferred

 

Ability to obtain a Public Trust Clearance

 

Driver’s License

Ability to plan and oversee projects through the use of project management software tools and methodologies

Ability to work effectively, both independently and in a team environment 

 

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

 

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
