The FOIA Policy Analyst (part time) is responsible for processing and conducting research / analysis related to the Freedom of Information Act (FOIA) and Policy Analysis (PA) on behalf of the FDA's Division of Information Disclosure (DID).



Essential duties and responsibilities include the following.  Other duties may be assigned.

Provides assistance in the analysis and processing of documents in response to FOIA requests in accordance with FOIA and FDA regulations. 

Fully processes agency FOIA requests, which includes reviewing records and FOIA requests, conducting redaction of records, preparing documents for future submission to district and circuit courts, and preparing responses to FOIA requests.

Handles FOIA requests in a timely manner and in accordance with FOIA regulations. 

Recognizes and segregates various types of nondisclosure information contained within a wide range of agency records. 

Prepares legally defensible proposals to withhold and/or deny all or part of agency records for submission to agency offices for final review.

Works with agency experts in conducting secondary searches and reviews when appeals to final denials are received.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.


Bachelor’s degree and a minimum of four (4) years’ related experience in processing FOIA requests and records for the Federal Government, or equivalent combination of education / experience.



Working knowledge of FOIA regulations, policy and statutory requirements

Operational knowledge and understanding of standard processes and procedures related to FOIA requests

Proven ability to conduct redaction of information (i.e., pre-decisional information, trade secret information, etc.)

Detail-oriented with ability to manage multiple projects and priorities

Excellent verbal and written communication skills

Ability to work individually as well as in a team environment


Ability to work with mathematical concepts such as probability and statistical inference, and fundamental of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.



Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.



Ability to read, analyze, and interpret the most complex documents.  Ability to respond effectively to the most sensitive inquiries and complaints.  Ability to write speeches and articles using original or innovative techniques or style.  Ability to make effective persuasive speeches and presentations on controversial or complex topics to top management, public groups, and or boards of directors.
