SUMMARY 

Senior Advisor supports the Health and Human Services (HHS), Office for Civil Rights (OCR) as an integral contributor, by providing mission support, policy analysis and provide recommendation through consultation and advice to the OCR Director and provide recommendations regarding the development and implementation of OCR’s mission. 

 

ESSENTIAL REQUIREMENTS  

Must be able to obtain government security clearance. 

 

KEY DUTIES AND RESPONSIBILITIES 
Essential Duties and responsibilities include the followingOther duties may be assigned. 

 

Provides subject matter expert advice on mission support issues of policy, impact of administrative rules, compliance, and enforcement mechanisms to Deputy Directors. As directed by the COR, carries out activities in support of OCRs mission, program goals, and strategic objectives. 

 

Provides expert consultation in the form of research, briefings, and written documents on regulatory impact analysis (RIA) to the OCR Director and Deputy Directors. 

 

Provides recommendations regarding the application of OCRs mission activities, program goals, and strategic objectives affecting OCR to the OCR Director and Deputy Directors. 

 

Provides recommendations regarding improving the quality and efficiencies of OCRs key projects, activities, and mission. Coordinates with OCR leaders to evaluate program efficiencies, identify areas of overlap, and provides recommendations for improvements and/or consolidation of workstreams. 

 

Conducts outreach activities, such as outreach to stakeholders, media relations and special initiatives to maximize the impact of OCRs mission activities, program goals and strategic objectives. 

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.  

 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION AND EXPERIENCE 

Law Degree (J.D.) from a law school accredited by the American Bar Association (ABA) or a Master’s degree and a minimum of 4 years of specialized experience in a health or human services related field which equips the applicant with the knowledge, skills and abilities to do the work of the position. 

 

JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES 

 

LANGUAGE SKILLS 

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public 

 

MATHEMATICAL SKILLS 

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs. 

 

REASONING ABILITY 

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.
