The Software Systems Engineer III leads a professional-level systems team engaged in the development and implementation of custom configurations / procedures in support of the Food and Drug Administration (FDA).  This position applies advanced, in depth knowledge in the design and development of user interface (UI) solutions, Service Management solutions and Oracle PL/SQL development.  The Software Systems Engineer III consults with managerial and IT personnel to clarify program intent, identify problems, suggest changes, and determine the extent of design and development required.  This position also helps to influence client requests while aligning the development efforts in support of project goals, project deliverables and established deadlines.

ESSENTIAL REQUIREMENTS

  • The ability to obtain, maintain and access classified information at the Public Trust level. 

  • Expert UI and database development skills

  • Working knowledge of database relationships and SQL query joins with ability to write Oracle SQL queries for data validation and testing

  • Detailed knowledge of software development life cycle (SDLC) processes with ability to use JIRA or other bug tracking software

  • In depth operational knowledge and understanding of Service Management, Oracle Database 11g or later,  JavaScript, jQuery, and HTML

  • Knowledge of end-to-end application architecture with awareness of hardware, operating systems software, application programs, or network

  • Advanced knowledge of programming patterns

  • Highly organized with ability to manage multiple projects and priorities

  • Excellent customer service skills with ability to be self-motivated

  • Extremely detail-oriented with ability to quickly grasp business needs and issues

  • Exhibits leadership qualities such as facilitating conference calls, managing expectations and coordinating deliverables

  • Ability to work both independently and in a team environment  

  • Ability to adhere to regularly-scheduled business hours

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following. Other duties may be assigned. 

  • Assigns and coordinates UI design and development work in support of client initiatives.  Actively participates in the analysis, development and implementation of custom configurations and procedures as well as Service Management solution development and Oracle PL/SQL development.

  • Develops and manages application code, user interface, and third party integration components in all stages of software development projects.

  • Develops high-level functional and technical design specifications.

  • Resolves complex software development issues that arise in production environments.

  • Drives the Enterprise Performance Life Cycle (EPLC).  Utilizes concept and software development methodologies / framework for structuring, planning, and controlling the information system development process.

  • Applies a comprehensive knowledge of technical discipline / application programming and analysis methodologies.

  • Analyzes and develops solutions to highly complex problems.

  • Works in all phases of applications programming, and provides programming solutions at an advanced level.

  • Troubleshoots and resolves a diverse scope of defects, incidents and problems.  Assesses design alternatives, performs tradeoffs, and determines designs / functionality that best meet customer needs.

  • Defines processes; maps implementation strategies. Proactively aligns development strategies in support of goals and project deliverables that affect client / project deadlines.

  • Collaborates with Project Managers, IT teams and all levels of management.  Communicates key business processes / application programming needs to technical teams, when needed.

EDUCATION AND EXPERIENCE

Bachelor’s degree in Computer Science, Business Management or related field of study and a minimum of five (5) years’ software development experience, or equivalent combination of education / experience.  Previous experience working with the federal government, Enterprise Performance Life Cycle (EPLC) and Agile projects is preferred.

PHYSICAL DEMANDS

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $125K to $150K, with the final offer contingent on location, skillset, and experience.
