The eLearning Instructional Designer supports the federal client course developer, team player, and change agent for the utilization and growth of the LMS and supports the use of current and leading-edge best practices in course development and delivery.

ESSENTIAL REQUIREMENTS
Must be able to obtain and maintain the required customer clearance level for access to classified information, systems, facilities, equipment, and property.
Bachelor’s degree in education, Instructional Design, or related field (Preferred) and a minimum of three (3) years’ relevant experience, or equivalent combination of education / experience.
Possesses strong experience in adult learning and training required as well as expertise in developing asynchronous learning courses.
Experience developing custom e-Learning solutions for diverse target audiences.
Experience developing and delivering virtual learning/training and technology-based tools.
Experience with multiple e-learning authoring software platforms, including Articulate Storyline.
Experience in developing video tutorials.
Must have excellent communication skills (written and verbal) with experience communicating effectively with all levels of staff and management.
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Serves as course developer, team player, and change agent for the utilization and growth of the LMS and supports the use of current and leading-edge best practices in course development and delivery.
Provides consultation and assistance on strategy related to training structure, deployment, registration of self-serve training, and new course material ideas. Consults with SMEs on course content, user interface, and how to access training in the LMS.
Works collaboratively with the SMEs to develop learning objectives, conduct needs assessments and design training programs.
Develops courses, assessments, computer-based training, e-learning and web-based courses, and learning paths, including course creation from storyboard to publication.
Develops new training materials as needed including electronic materials such as assisting with the generation of computer-based training courses, e-learning and web-based courses.
Interfaces with external authoring software and LMS vendors and agencies as they relate to sustaining and improving our LMS capabilities.
Provides direct assistance regarding LMS utilization, problem resolution, testing, and optimization. Works directly with SMEs and management to maintain accuracy and ensure all content is current and updated.
Maintains the ability to take existing technical content and author into online learning modules with the assistance of SMEs.
Demonstrates strong interpersonal and verbal communication skills with the ability to develop and maintain effective relationships in a fast-paced setting and to collaborate with a diverse clientele.
Maintains the ability to communicate effectively in writing.
Leverages adult learning theory to design effective and engaging e-learning content.
Works closely with subject matter experts to create and review content and manage project timelines.
Develops, edits, and/or acquires graphic, photo, and video assets for content
Understands and creates scripts/storyboards for planning new learning content.
Develops appropriate assessments for web-based training modules and learning paths.
Collaborates with the Technical Consulting team to capture video content.
Gather feedback from SMEs and other members of the Technical Services team when creating courses.
Contributes to a blended learning approach with a focus on adult learning theory and continuous learning.
EDUCATION AND EXPERIENCE

PHYSICAL DEMANDS
Work is primarily performed in an office / home office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear.
