The Systems Analyst analyzes and solves computer issues for the Department of Energy (DOE), Oak Ridge Financial Services Center (ORFSC). This position provides acquisition systems support to assure that the Strategic Integrated Enterprise System (STRIPES), Intelligent Data Warehouse (IDW) / Business Intelligence, Advance Notification of Awards (ANA), System for Award Management (SAM), Federal Business Opportunities (FEDBIZOPPS), iManage / iPortal, Federal Procurement Data System - Next Generation (FPDS-NG),, and the ESS / MIS meet the needs of the ORFSC.



Essential duties and responsibilities include the following.  Other duties may be assigned.


Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.


Completes STRIPES testing scenarios, and recommends system change requests to enhance functionalities.  Participates on procurement systems working groups, and provides system briefings.


Serves as a STRIPES system administrator and Tier Level 2 / 3 help desk analyst.  Provides end user support.  Develops / maintains desktop and user quick guides, FAQ’s, and user manuals.


Conducts QA data quality reviews and analyses.


Develops management reports, system dashboards and other documents / records using STRIPES reporting methods.  This includes, but is not limited to, i-Manage Data Warehouse and Oracle Business Intelligence Answers platform.


Acts as IDW Business Intelligence developer for the Oak Ridge procurement office. Creates monthly and ad hoc reports for Procurement and Program Office users.


Provides all monthly, quarterly and yearly acquisition reports to Oak Ridge Manager’s Office.


Participates in all user acceptance testing (UAT) for acquisition systems upgrades.


Provides guidance and procedure documentation for Oak Ridge policy division, as well as training for the acquisitions systems I support.


Assists and provides resolutions to issues in STRIPES for Oak Ridge Office and other site offices.

Handles miscellaneous STRIPES requests from the Systems and Site Support Branch, Acquisition Services Branch, Special Acquisitions Branch, Contracting Officers and Contract Specialists for the Procurement and Contracts Division.

Applies knowledge of programming techniques and computer systems; supports the planning development, testing and documentation of system aspects relating to various budget systems for the DOE.


Aids in the development of customized applications with software/web development tools and platforms, such as ColdFusion, while adhering to standard programming concepts/methodologies.


Aids in performing acceptance testing on all new and/or modified information systems.


Creates and maintains application and end-user documentation.


Troubleshoots issues impacting systems


Maintains existing interfaces, and develops new interfaces, as necessary.


Attends meetings as assigned (e.g., for the purpose of conveying and/or gathering information required to perform the functions of the position).  Maintains Standard Operating Procedures / Desk References for use by other employees when performing backup or relief duties.


Responsible for aiding in own self-development by being available and receptive to all training made available by the company.


Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. 


Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.



Bachelor's degree in Computer Science, Computer Information Systems or a related discipline, and a minimum of two (2) years systems analysis experience, or equivalent combination of education / experience.  Above average experience with Microsoft Office programs (excel, access, word, outlook) required. Previous experience with ColdFusion or similar development platform desired.



May require ability to obtain Security Clearance

Professional certification helpful (i.e., Security Plus, A+, ITIL v.3, MCSA, etc.)



Must have the ability to be trained in basic DOE terminology and procedures.  Operational knowledge of Oracle Accounting System (or similar software)

Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
