Realty Specialist - Anticipated

The Realty Specialist provides specialized expertise to assist the Bureau of Indian Affairs, Indian Energy Service Center (BIA-IESC) in reviewing trust documents. This position consults and provides advisory services regarding mineral leasing on tribal and allotted trust lands.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Serves as technical specialist and liaison between Indian tribes, agencies and commercial contractors on complex project issues, processes or methods.
Consults beneficiaries, lessees, other land owners and other interested parties about general contacting process and acquisition of mineral right-of-ways.
Assists BIA Agency and Bureau of Land Management (BLM) field offices in determining if right-of-way permits are in the best interest of the Indian Surface and Mineral Owners.
Research’s specific problems and issues, provides findings and recommendations on issues with communitization agreements, change of operators, change of title and processing of APD’s.
Performs search and examination of contracts, leases, deeds, classification and description of property, titles and appraisals sufficient to perform simple real estate valuations, negotiations and coordination services.
Stays abreast of laws, rules and regulations governing acquisitions, exchanges, and leasing sufficient to make recommendations to landowners and exchange partners.
Uses appraisal methodology and techniques, and the effects of social, economic, political and physical forces on real estate evaluations sufficient to determine an appropriate value for property.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Associate's degree and a minimum of two (2) years’ relevant experience, or equivalent combination of education / experience. Experience associated with real estate and mineral leases.

Knowledge of Bureau and Regional Office procedures and guidelines for trust and knowledge of laws, regulations, and Federal or Departmental policies for land management
Knowledge of title documents, legal land descriptions, Title system (automated system of record), Title Research Skills, Customer Service, Information Management/technology skills of different automated systems of record
Excellent research and analytical skills with ability to identify problems, determine accuracy / relevance of information, evaluate alternatives and make recommendations
Exceptional customer service skills
Excellent written and verbal communication skills
Ability to work effectively with others to achieve goals
