The Legal Documentation Specialist provides support to the Bureau of Indian Affairs, Indian Energy Service Center (BIA-IESC). This position ensures that the BIA-IESC meets the regulatory requirements associated with the planning and execution of resource development on reservations. 



Essential duties and responsibilities include the following.  Other duties may be assigned.

Provides regulatory support with limited supervision to apply knowledge of NEPA and regulatory methodologies and principles to projects.


Serves as technical specialist and liaison between Indian tribes, agencies and commercial contractors on complex project issues, processes or methods.


Supports development of project plans and reports. 


Supports senior scientific and engineering staff in the design and implementation of environmental studies.


Understands and applies required compliance with all local, state, and federal rules and regulations. 


Actively participates in planning processes, including permitting and remedial activities, ensuring that deadlines are met and accurate information is disseminated to county and municipal governments.


Stays up to date on federal, state and local regulatory rules and regulations.


Accurately executes regulatory leasing and permitting processes. 


Supports senior scientific and engineering staff in completing compliance checks of oil and gas operations on reservations and tribal lands. 


Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. 


Responsible for aiding in own self-development by being available and receptive to all training made available by the company.


Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.



Bachelor's degree in Legal Studies and a minimum of five (5) years’ relevant experience, or equivalent combination of education / experience. Experience with legal activities associated with real estate and mineral law.





Knowledge of Bureau and Regional Office procedures and guidelines for trust and knowledge of laws, regulations, and Federal or Departmental policies for land management

Knowledge of title documents, legal land descriptions, Title system (automated system of record), Title Research Skills, Customer Service, Information Management/technology skills of different automated systems of record

Excellent research and analytical skills with ability to identify problems, determine accuracy / relevance of information, evaluate alternatives and make recommendations

Exceptional customer service skills

Excellent written and verbal communication skills

Ability to work effectively with others to achieve goals

Ability to work from a project plan as well as to assess needs, provide assistance, resolve problems and satisfy expectations

Ability to organize work, set priorities, handle multiple projects and complete assignments within the established timelines

Skilled proficiency using Adobe and Microsoft Office (i.e., Word, Excel, Access and PowerPoint)

Ability to work independently or in a team environment



Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.



Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.



Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
